Our 2026 strategy builds on the successful foundation of our 2018 to 2022 strategy and will shape Mace for the next five years, from how we plan to transform our business to ensuring we stay resilient for our people, our clients and partners, and the communities we work in across the globe. Our purpose builds on our legacy and vision of shaping cities and building sustainable communities across the world. We have expanded our geographical footprint into new regions and further strengthened our services to clients across new markets and sectors. Along the way, we have delivered iconic projects all over the world for globally recognised clients and continue to enhance our reputation as a world-leading brand. We remain immensely proud that we have remained resilient and achieved sustainable growth and returns. We have maintained our commitment to developing our people and providing them with opportunities to work on some of the most exceptional projects and programmes year on year. We have put in place solid platforms to help realise our ambitions. As we grow, we are driving forward an inclusive culture, driven by the right behaviours, robust governance, data driven decision-making and transparency.
In developing our new strategy, we have set out new business priorities and ambitious financial targets for the next five years. These plans ensure our success in the short-medium and long term. Our 2022 strategy has provided the strong foundation for our growth and success over the last few years. Our people have made huge progress driving forward our four business priorities, but we acknowledge that now is the time to take stock and review and reset our plans. In 2020 we decided to focus more attention on our purpose. We have reflected on why we exist as a business. Now more than ever we must be bold, be brave and resilient as we respond to new market challenges and navigate through a rapidly changing world.
We have set ambitious new growth targets including a 20% growth in margin each year, a 10% year on year reduction in emissions, £700m value to society each year by 2026, reducing our gender and ethnicity pay gap by 10% year on year, driving further growth in the Americas, Sub-Saharan Africa and Asia Pacific, and aim to employ more than 8,000 people by 2026. We will drive growth through a diverse range of markets and sectors to deliver global growth across our four Engines, including housing, pharmaceuticals, infrastructure and the data centres market. Our offer to clients will evolve to focus on creating a fundamental transformation in how the built environment is delivered and operated; reducing carbon, driving the adoption of a digital-first, ‘construction to production’ approach; and prioritising the creation of social value. Our approach will focus on delivering greater resilience and performance with purpose, driving profitable growth and sustainable value over the long-term for clients, communities and societies across the globe.

In addition to major economic and social disruption in 2020, COVID-19 accelerated many existing trends – such as the move to more flexible working – and will continue to disrupt aviation, tourism and hospitality in the short to medium term. More broadly, the wider economic impacts of the pandemic will continue for years to come, as governments look to rebuild balance sheets with higher taxation after huge spending on health care, vaccines and economic stimulus. Overall, we expect the global economy to recover strongly post-COVID-19, driven by growth in emerging markets, which will continue to alter the balance of economic power between nations such as China and the USA.
The evidence shows that organisations that move quickly and perform well as we recover from the economic impact of the pandemic will continue to out-perform their peers for years afterwards.
Life beyond COVID-19
The buildings we construct, use and demolish, account for almost 40% of all carbon emissions, so radical changes in every part of our industry are urgently needed. Across the world, societies are already grappling with the impact of climate change, and as this change accelerates the need to ensure that our buildings and infrastructure are resilient will only become more urgent. We must all work together to find innovative solutions and approaches to address climate change, reducing our impact on the environment and enhancing biodiversity across the world.
The damage to our world from the climate change emergency will be many times greater than from COVID-19, if we fail to take rapid action globally to reduce carbon emissions.
At the same time, many developed nations such as EU countries, the USA and Japan will see major falls in birth rates, with rapidly ageing populations. We will need to see major investments in resilient healthcare and pharma capacity to meet these needs, and increase our resilience to future pandemics.
The world population is expected to grow by over two billion people during the next 30 years, mainly in emerging markets. We expect to see the rapid transformation of South America, Africa and Asia with a huge accompanying investment in next-generation infrastructure.
This is a huge opportunity and responsibility: to create better places for people to live, work and relax in, at the same time protecting the environment, encouraging biodiversity, and radically reducing carbon emissions.
The UN projects that 68% of global population will live in cities across the globe by 2050 – and economic growth will drive huge increase in middle class consumers in emerging nations. These two factors will mean that our planet could experience more construction in the next 30 years than in the last 60.

The operation of our buildings remains extremely carbon intensive. Societies will come under increasing pressure to build homes and workplaces that are more energy efficient than ever – and to favour retrofitting existing structures before demolishing and re-building. Up to 30% of the lifetime emissions of a building can be in construction, with up to 10% more in demolition, so we expect major efforts to prolong life of existing structures through upgrades and refitting. All of these are significant opportunities – and will require investment not seen in developed nations for a generation.
Creating a sustainable built environment
HOW WE BUILD AND OPERATE
Globally, improving productivity remains a key challenge, particularly in the built environment. Construction productivity has barely changed in decades – but the rise of new delivery methods and technology provide an opportunity. We expect higher speed, lower cost, lower emissions construction methods to revolutionise the industry over the next two decades; with innovations like our own Mace Tech approach for building residential or office tower blocks, offsite manufacture and just-in-time module delivery.
Global productivity growth
Across the globe, technology continues to transform how we live and work. A number of critical technologies – from AI to 5G – are beginning to bear fruit, enabling new approaches and uses that would have been impossible less than a decade ago. After years of promise, smart buildings and cities are finally upon us. The rising impact and power of digital tools and design in the built environment means that the delivery of the buildings of future will look very different to today’s construction. Data will become ever more critical and those who are able to use the information to rapidly transform what we do and how we do things will move ahead.
The rising pace of digital transformation
As the global population continues to grow, we must be able to deliver the infrastructure, housing, workplaces and amenities that we need to ensure that people can live comfortably and productively. The specific challenges vary by region, but they are united in a need to deliver growth safely and sustainably. The top 10 global cities will contribute an $13.5 trillion in GDP by 2035. At the same time, all across the globe, existing critical infrastructure is aging quickly – and most nations are not investing enough in infrastructure renewal. Fixing this will require investment on a scale that most developed societies have not seen in a generation.
A new generation of infrastructure
Keeping our rapidly growing world powered up in a sustainable way will require huge investment in solar and wind energy in many parts of the world, in the race to decarbonise our future. Costs of solar panels will continue to fall rapidly (82% fall from 2010-2019). We expect innovative solar panel surfaces to be a key component of all major building projects by 2030. We also expect to see major investment in nuclear energy, and large-scale hydro-electric projects.
THE radical expansion of green energy
The backbone of our society has become digital – we are permanently connected to an ever-growing network of data. From personal entertainment to global markets; everything relies on connectivity to operate. In turn, governments and the private sector need to invest more in research and development than ever before. New systems must be kept secure, and new innovations must be able to scale quickly and effectively to ensure that their value is realised effectively.

Mace’s Develop business is delivering new homes at speed, placing net zero carbon at the heart of complex, mixed-use projects. Our developments are leading the way to a connected and sustainable world. Our strategy for Develop will place carbon reduction and sustainability at the forefront of our business, in line with the company’s wider priorities. The overall strategic aim is to create a portfolio of development schemes that through a combination of development management fees, rents and development returns provide sustainable financial returns on an annual basis. We will work in partnership with local authorities, private and public sector landowners to unlock value from existing land opportunities, bringing forward complex mixed-use regeneration opportunities. We will use the breadth and depth of the wider Group to bring a unique perspective to our projects. This approach will help us in delivering sustainable and complex projects at speed.
From the first stages of a development including design and planning, to project and development management, our Develop team delivers value for the community, strategic partners and investors. The Develop team is at the forefront of innovation in property development. They are leading some of the UK’s most complex regeneration schemes such as SG1 and Greenwich Square, strengthening their expertise every step of the way. They bring forward challenging opportunities that require ambition and determination, and they innovate to unlock value in the process.

Over this period, we have successfully developed over a £1bn of property assets, with a further £2bn currently at various stages of development, in the residential, mixed-use, student accommodation and regeneration sectors.
With a commitment to turn every challenge into an opportunity, our priority as developer is to create better and resilient places, helping communities across the country to thrive again and recover from a global pandemic. Using our expertise in development management and collaborating with private and public sector partners, we are forging strategic partnerships to expand in: town centre regeneration, partnership homes, estates rationalisation and net zero carbon solutions. We want to deliver sustainable, net zero carbon projects and digitally connected and resilient places that create opportunities for local people. Our goal is to transform towns and cities beyond just place-making, creating an aspirational way of living for future generations.

As pressure increases for better land utilisation in our towns and cities, so does the opportunity for mixed-use town centre regeneration, enabling people to live and work in locations which reduce travel times and an over reliance on private or public transport. Strong, transparent and accountable governance, together with effective risk management, capital allocation and strategic planning, is central to how Mace operates. Our approach safeguards Mace and allows us to fully understand the impact of our decisions on our stakeholders and the communities in which we work. The Mace Executive Board is collectively responsible for setting and delivering our strategy; using their breadth of experience to be able to navigate and respond to environmental and economic change, whilst promoting consistent decision making that is in accordance with our policies, standards and values. The Board believes that good governance includes clarity of roles and responsibilities, strategic risk management, supported by the effective use of robust processes. The Board is focused on understanding and mitigating our principal risks across the organisation to inform our long-term strategy and ensure that we can continue to meet our clients’ ambitions across our Engines for Growth. In 2018, Mace adopted the Wates Corporate Governance Principles for Large Private Companies (the ‘Principles’), and reports against the Principles each year as part of our annual reporting cycle.

The Mace Executive Board has overall responsibility for oversight of risk and opportunities across the Mace business. The Risk and Audit Committee reports quarterly to the Executive Board and provides a detailed focus on principal business risks; and reviews the effectiveness of risk management, internal control process and procedures within Mace. The Committee takes a broad view and considers emerging global risks, broad market trends, environmental, social and economic risks and their impact on Mace, our suppliers and our clients. It carries out horizon scanning on behalf of the Group to establish trends, industry priorities and to monitor movement of risks and opportunities over time. By working with our Engines, the Committee provides the Mace Executive Board with a broad and comprehensive view of the risks and opportunities that Mace is presented with, as well as outlining mitigation measures and monitoring the Group’s broad appetite for manging risk.

From the resources we use to the waste we generate; we are firmly committed to taking bold action to protect the planet – to transform our business activities, be at the forefront of research and development and share our learning. While our industry has taken steps to become more sustainable, what we have collectively achieved isn’t enough. We need to transform the way we build, refurbish, operate and repurpose the built environment. As an industry leader with a global reach with we believe we have a responsibility to spearhead positive change – sourcing responsibly, influencing action across our industry, encouraging our clients to make bold changes and supporting our people to be pro-active and ambitious. It is this commitment, this wilfulness and determination that exists right across Mace that has seen us achieve a net zero carbon position in just one year. As we look to the next phase of our carbon reduction journey and ambitions to create biodiversity net gain, we have continued to set ourselves bold and ambitious targets. Achieving them will require us to push the boundaries of innovation bravely trialling new solutions, challenging the status quo, leading from the front and increasing engagement amongst Mace people and partners. Being a responsible business goes beyond our own practices. Our clients and supply chain partners are an extension of us and we will support them to achieve their sustainability ambitions with alternative solutions that ultimately create a circular economy.

By sharing our innovation with clients, suppliers, public bodies and partners we help to move forward how the built environment is created and operated. In our strategy, we have set clear and ambitious targets for our investment in research and development. By 2026, we will have invested at least £300m across our Engines.
Research and development
Driving forward our ambition to make a real and sustainable difference to the lives of people – our charity, Mace Foundation, has generated opportunities for us to support disadvantaged individuals and enhance communities since 2012. In the UK, our work focussing on two key issues – addressing the challenge of homelessness and improving mental health and wellbeing. Our current strategic partners are Mind and St Mungos’s, both leading UK charities, with whom we have worked already to deliver some transformational outcomes as a result of our fundraising and our people’s volunteering efforts. Internationally, we work with a broad range of partners – such as Dubai Cares in the Middle East – and our ambition is to build a number of global charity partnerships. Our support for charities and the next generation will continue, bigger and better, as we increase the opportunities for our people to get involved in actively supporting the work of the charity.

In January 2020 Mace set ourselves a target to reduce our emissions to 25,000 tonnes of carbon for our scope 1, 2 and elements of scope 3; and to offset all of those outstanding emissions to Gold Standard offset projects. By the end of 2020 we had achieved beyond our expectations, generating just over 15,000 tonnes of carbon – and through offsets we achieved a Net Zero Carbon position for the year. In our new strategy, we raise our ambitions once again – aiming to engage and influence our clients and become a world-leader in carbon reduction in the built environment.
